OSBORNE ULTIMATUM:
Issue No. 1
US intelligence needs to be reinvented and transformed. Covert Action (clandestine or black ops) has come to mean "dirty tricks." Tighter oversight and accountability with improved end results are required. Accountability boards are not enough. One still has to measure the failed Covert Action intelligence.
Issue No. 2
No nation-state currently polices transnational crime, which is a growing threat. Failure to provide adequate Human Intelligence (HUMINT) is a true weakness in the USA system. Information is crucial to diplomatic and military success.
Most intelligence now comes from Open Source, so an increase in HUMINT is the quickest route to improvement. Senator Jay Rockefeller, Chairman of Select Committee on Intelligence claims congressional oversight has increased about 100% since 9/11, but there is always room for more.
Issue No. 3
The shadow of the Shadow Government, including domestic spying and assassinations, needs to be revealed to the American people and the world so we can finally heal. We must take responsibility for that shadow, including national and global discrimination and exploitation.
Issue No. 4
As of this writing, SB 1959 (HB 1950) threatens to annihilate the First Amendment. Free speech, the right to assembly, and freedom of the press will be over. It will be illegal to disagree with government policy, even with patriotic dissent. Our Constitution is under attack.
We have prospered as mega-consumers of the global pie at the expense of disenfranchised others for too long, and need a common and harmonious survival strategy, at home and abroad. A truly humane and spiritual approach is required to heal the split between our paranoias and our human sense of the sacred. We need to find the heart of darkness.
Final statements on crucially important historical events and hidden agendas are probably not forthcoming due to interminable obfuscation. But these wounds don't heal without resolution.
Issue No. 5
A serious consequence, the breakdown in credibility between the U.S. government and its citizenry, needs to be addressed, as well as increasing militarization of police and unwarranted surveillance of US citizens.
The breakdown of domestic relations is a serious issue, perhaps concealing further manipulations. Those hunting the truth continue to press for disclosure from all knowledgeable sources. The Osborne Ultimatum deals with national and transnational crimes. Our ultimatum is the U.S. government has to change, period.
Have we met the enemy and found it is us, in our complacency? Have we inadvertently relinquished our passion for freedom and justice, much less peace? Power can only be gained at another's expense; prosperity can be shared. We must reject manipulation by fear and greed, trading rights for so-called safety.
Fear is being used against us to promote otherwise unacceptable domestic and global policies. When you no longer fear, you rediscover your active compassion, beyond the myriad cultural illusions.
Perhaps the light cannot defeat the darkness, but surely we can hold the balance of power with moral courage against the evil that men do. Public intelligence in the public interest is the way we restore the Constitution, save the Republic, and preserve the Earth and humanity with survival technology. What we need is more intelligent intelligence -- both for our nation and ourselves.
HUMINT: Humans Provide the Best Intelligence
Leutrell M. Osborne, Sr. of Annapolis, MD, was a spymaster for the CIA. James Bond he’s not, but then neither is anyone else, for Bond is portrayed in overlapping roles as both agent and officer. Case Officers function more like spy managers over independent contractors (agents, assets and recruits), overseeing select operations within their respective specialties. They are deployed periodically outside Langley as Field Officers.
Operations include three types: 1) Intelligence, or collection of information, 2) Counter Intelligence (CI) to prevent or stop foreign intrusion; and, 3) Covert Action (CA). Other CIA activities include analysis and projections. Osborne’s specialty was and still is CI – counter intelligence.
Intelligence is one form of control system. Other control systems on the minds of large populations include education (controls behavior), money (controls wealth), law (controls authority), politics (controls national will), economy (controls wealth), history (controls beliefs), psychology (controls thinking), philanthropy (controls opinion), medicine (controls health), religion (controls spiritual beliefs), media / propaganda (controls culture, opinion), and continuity of succession (controls power).
CIA is not the only intelligence agency, but it is deployed by and reports to the U.S. President. There are now 16 intelligence collection agencies (IC) coordinated by the DNI. They include military intelligence, information operations (IO), satellite and electronic surveillance (SIGINT), science intelligence, even domestic spying and homeland security.
“For the record,” Osborne says, “the continued preoccupation with reducing vulnerabilities is costly and just the opposite of what the Osborne Ultimatum recommends. We recommend more and improved HUMINT. Intelligence is a property of human beings.”
"When did the DNI's new leadership start determining that we had to give up rights so we can protect a vulnerability in our nation-state's security? How about suggesting that the DNI send a message out to the agencies and departments to do a better and stronger job at conducting Human Intelligence collection operations? Under a proposal being reviewed by Congress, a National Applications Office (NAO) will be established to coordinate how the Department of Homeland Security (DHS) and domestic law enforcement and rescue agencies use imagery and communications intelligence picked up by U.S. spy satellites. Fill in the Blanks History
The present is revealed only after acquiring the entire past. Then the constitutents fall into pace providing new awareness and orientation.Just imagine having a first-hand encyclopedic knowledge of US intelligence history for the last 60 years, or so. What would you want to know to fill in the blanks of history? Where would you begin? And could you sleep well with that knowledge?
If you were lucky enough to have an introduction, you could start with an upper echelon operative with nearly 30 years of active duty at or near the top, brushing elbows with both Director Richard Helms, MK Ultra mastermind Sidney Gottlieb, and Counter-Intelligence czar James Jesus Angelton, subject of the 2007 cinematic expose, "The Good Shepherd." Together they held some of the darkest secrets of the cold war era.
Further, Helms, Angelton, Colby, various Generals and military personnel shaped the UFO policies behind MJ12, The Aviary (UFO disinformation squad) and the mind control experiments of MK Ultra, under the auspices of Sidney Gottlieb.

Osborne was a high-ranking CIA official for 26 years, specializing in Counter Intelligence especially counter terrorism. Born and raised in Washington, D.C., he was one of the first Black Case Officers in the CIA. A security consultant with ties to the Black Congressional Caucus, Osborne was interviewed on national television channel BET the day after 9/11.

Young Leutrell was interested in becoming a spy by age 12 because his beloved mother Ella worked in a clerical position at the CIA. Maybe that’s why his keyword is “karma”. By 17 his course was set and he began special photography courses. He finished college and continued to acquire core skills, such as four foreign languages and cryptology. He wound up serving on three continents and thirty countries.
He’s been called a CIA Russian recruiter. Other sources label him a "vacuum cleaner." This Soul Man of CIA became a spy supervisor: “In the operations division is where all of the case officers are stationed. The supervisors are spies. Basically, everything revolves around case officers because they are the kings. They are the people in the agency that make things happen, as far as collecting intelligence and running what we call clandestine operations.”
Patriotic Dissent
Regardless of his former characterizations, Osborne now sees his mission as a spiritual one. His company, Osborne & Associates runs a wellness program, spy tours, and media department, as well as consulting and security services. Activities include a virtual university program with mentoring. Osborne is also actively pursuing his equality and transformation agenda, investigations of 9/11, rogue operations, assassinations, and transnational crime.
Now Osborne is a commentator, analyst and watchdog on constitutional rights, government crime and rogue activities. His family is dedicated to the principles of justice and freedom. He knows where the bodies are buried and who put them there. And he is willing to talk, even if it is short of full disclosure. He has worked with investigative journalists such as Michael Ruppert and Gary Revel, and now Iona Miller.
Operation "Kill Bill": May It Rest In Peace
Osborne has sincere concerns about blanket assaults on the Constitution, such as SB 1959 (HB 1950), the Violent Radicalization and Homegrown Terrorism Prevention Act. If this bill is passed and becomes law, your words and actions could be considered terrorism. It eviscerates free speech. It empowers the government to declare anything deemed an "extremist belief system" to instantly make you a 'terrorist'. Labelling can lead to stripping of US citizenship, torture, and/or execution, with no habeas corpus rights, no ability to challenge, even in the US Supreme Court.
I have read the [bills] and have several serious concerns about the core competencies of the persons who constructed the document. In my opinion, "the persons don't know counter intelligence and more importantly, they don't know or nor understand covert action intelligence operations,especially secret para-military operations."
Here are my issues:Definition of terrorists. Like I said to you anyone can call someone a "terrorist" but the term has its place in the lexicon of intelligence/espionage which is where I come from. One might also remember, name calling and using tags for people is one of the "dirty tricks" as well. I am sure you have heard about the propaganda or political effect of labelling people "communists" and "racists." Right?
In the world of espionage there is more to it. So, shall we say the word 'terrorists' has evolved into an emotional buzzword like the term 'race' or shall we force the speaker to get more into the real issue of covert action intelligence which includes assassinations and secret non-military operations that are truly terrorism. Got it?

The Spy Who Came Out of the Cold War
Osborne maintains his interests in intelligence and is an active lobbyist for his own issues. He is an entrepreneur with an idea whose time may have come: a downscale, privatized mini CIA clone, marketing to both the government and private sector. This vision has taken a few tentative forms to exercise Osborne’s domestic and international experience in transformation, risk analysis and homeland security. Inside sources name him as the #3 terrorism expert.
During Osborne’s years of service (1957-1984) as a spy supervisor, the CIA veteran was on the inside of several of the biggest scandals and mysteries of clandestine service. This era saw everything from UFO cover-ups and disinformation, to MK Ultra, to what Osborne calls the "KKK assassinations" of JFK, RFK and Martin Luther King, secrets of the Watergate debacle, CIA drug trade, insights on George Bush, Sr. and Jr., and the question of the real 9/11 perpetrators.
9/11 Foreknowledge Events
He reported his findings on 9/11 coverage to the Senate Intelligence Committee. Mike Ruppert’s From the Wilderness (FTW) website confirms that the complete version of Izvestia coverage came into its possession "thanks to former CIA counter-terror case officer, Leutrell Osborne. . . .The story had been brought to his attention by his Russian-speaking son and had fortunately been saved in its original form before it was sanitized of several key sentences". The original unsanitized version curiously began:
"Yesterday at the headquarters of Central Intelligence Service in Langley a confidential meeting between one of the Deputy Directors of CIA and a special messenger of Russian Intelligence Service took place. According to NewsRu sources he delivered to his American colleagues some documents including audio tapes with telephone conversations directly relating to terrorist attacks on Washington and New York last Tuesday. According to these sources, Russian Intelligence agents know the organizers and executors of these terrorist attacks. More than that, Moscow warned Washington about preparation to these actions a couple of weeks before they happened."
LMO: “When I left the CIA in 1984, I thought the Afghan War was one of the few successful CIA Covert Action intelligence operations. As a Cold Warrior, I like many thought the US had given the Soviet Union its Vietnam. That theme died quickly as I began my research after 9/11. For me, the blowback began in 1993 with characters such as Ramzi Yousef, Amil Kanzi and the 19 Arabs in 9/11. They fit the mold of characters getting back at the hands that feed them, meaning acts against the USA. Russian foreknowledge led me to understand Russian intelligence operations were still collecting and reporting on the Arabs from the Afghan War.”
"I knew Gust Avrakotos, who armed the Afghan tribesmen for their 1980’s guerrilla war. Now the story is back in the news with Tom Hank’s movie, “Charlie Wilson’s War.” The same weapons were used in their own civil war, and when the U.S. went to war with Afghanistan in 2001."
Q.: What do your investigations reveal lately about 9/11? What is your current thought on the true perpetrators?
LMO: The false flag Mossad led operation and US supported 911 model has greater probability than some Arab grown non nation state theme that the public has been spoon fed by the Overt Action operating elements of the US government. Before blindly accepting the alleged smoking gun let's focus and monitor events closely to follow the treads. We should continue to press sources for truth, motive and due diligence posturing.
Osborne is not alone in his quest, but what distinguishes him from these other CIA commentators is that he comes from Operations not Analysis:
On Sept. 23, 2007, seven CIA veterans announced their criticisms of 9/11 accounts, calling for further investigations of cover-up. Like Osborne, Raymond McGovern is a 27-year veteran of CIA. He chaired the National Intelligence Estimates during the seventies, delivering intelligence briefings to Reagan, Bush 41 and Joints Chiefs of Staff. “There are a whole bunch of unanswered questions. And the reason they’re unanswered is because this administration will not answer the questions,” he said. http://www.opednews.com
William Christison, 29-year CIA veteran, former National Intelligence Officer (NIO) and former Director of the CIA's Office of Regional and Political Analysis also describes the 9/11 Commission Report as a "joke" and "monstrous series of lies." Melvin Goodman, Ph.D., Division Chief of CIA's Office of Soviet Affair and Senior Analyst (1966-1990) concurs with the cover-up appraisal.
Robert Baer, 21-year CIA veteran and specialist in the Middle East, whose novels were the basis of the movie “Syriana”, questions how al-Qaida could accomplish 9/11 alone. He declares, "9/11 was at minimum allowed to happen as a pretext for war."
Former Italian President, the man who revealed the existence of Operation Gladio, Francesco Cossiga, has gone public on 9/11, telling Italy's most respected newspaper that the attacks were run by the CIA and Mossad. He claims this was common knowledge among global intelligence agencies.
A dentist from Louisiana stumbled onto the path of three 9/11hijackers 10 months before the attacks. He claimed he met three of the Sept. 11 hijackers in Shreveport a year before the attacks. Now, Dr. David Graham is dead, poisoned while trying to publish a manuscript about meeting three middle easterners in Shreveport, where he feared they were plotting to bomb Barksdale Air Force Base. Graham wrote that he warned the FBI. Then after Sept. 11, he saw their pictures among the hijackers.LMO: Then, there are Mike Ruppert's interviews with Delmart "Mike" Vreeland who passed forewarnings to the Canadian government.
Whatever other attempts were made by Vreeland and his attorneys to alert U.S. and Canadian officials of the attacks, it is clear that he did pass information about the pending attacks to his guards in August. I know that there have been other U.S. citizens with a similar [undercover naval intelligence] background used on missions similar to what has been alleged by Vreeland. This man fits a pattern. This may be the one thing that gets my attention since I have refused buy into the 9/11story that maintains it was a random “Arab Attack on America” without nation-state participation. It does appear to include blowback from the Soviet's Afghan War. We are not ready to declare 9/11 an inside job, but we still maintain that there is evidence of US foreknowledge, including warnings from Russia.
The statement of the fireman who assisted in the hunt for the four black boxes got my attention since he said they found three black boxes, but no one in government will admit that they found any black boxes.
We are continuing to watch and monitor the arguments especially the technical arguments that are continuing to grow indicating a US inside job. However, the paradigm we hold is just a little different. First as a true counter intelligence expert, I have not bought into any story yet. I’m not ready to drink the “conspiracy kool aid,” of any single theorist. The real story of damage control remains to be told.

Wizard of Osborne
A highlight of Osborne’s life was attending the awarding of the Nobel Peace Prize to Dr. Martin Luther King Jr. while he was stationed in Europe in 1964. Just age 25, he spent a precious hour with the civil rights leader, gleaning treasures from his wisdom.
Later, Osborne found disturbing new details investigating King’s death, identifying his attackers as FBI agents or at least back pocket agents. He found E. Howard Hunt might have been involved in the MLK assassination.
Osborne interviewed the only official MLK assassination investigator Gary Revel for a story released 11/15/02 and again in April, 2006. On March 22nd, 1977 Revel was commissioned by Chief Counsel Richard Sprague of the House Select Committee on Assassinations to investigate the assassination of Martin Luther King Jr.
When talk began in 1987 of a reinvestigation of the MLK assassination Revel contacted the Department of Justice, reminded them of his commissioned status and asked what he could do to help. Big Brother Spy Program
One of Osborne’s pet peeves is the FBI’s COINTEL PRO program aimed at U.S. citizens, including Blacks, Native Americans and the Peace Movement. Osborne also has first-hand knowledge CIA and DOD were also involved in actions against Black Panthers and other groups.
Domestic covert action did not end when it was exposed in the 1970s. The war at home continued unabated. It persisted throughout the 1980s and become a permanent feature of U.S. government, including smear campaigns, disinformation, and politically motivated persecution.
The big news from Osborne on this COINTEL PRO topic is that this government program was not retained within the walls of the FBI nor was it counter intelligence. Osborne says it is "almost just the opposite." COINTEL PRO was a government covert action intelligence operation aimed and directed at US citizens." He says, "the person on the street will get the message when one says that the covert action intelligence operations are simply dirty tricks."
While the problems of the 1960s movements were enormous, their strengths might have enabled them to overcome their weaknesses had the upsurge not been stifled before activists could learn from their mistakes. Much of the peace movement and civil rights movement's inability to transcend their initial limitations and overcome adversity can be traced to COINTEL PRO.
COINTEL PRO helped calculatedly destroy the peace movements of the 1960s. Since this covert action was used mainly against the progressive movements of the 1960s, its impact can be grasped only in the context of the momentous social upheaval, which shook the country during those years. As Martin Luther King, Jr. said, “A lie cannot live.” Yet, sadly, this type of activity is not relegated to the past, but continues in hydra-headed forms today.
Dec. 6, 2007 - "Donald Kerr, a former NRO director who is now the No. 2 at ODNI, recently explained to reporters that the intelligence community was no longer discussing whether or not to spy on U.S. citizens: "Our job now is to engage in a productive debate, which focuses on privacy as a component of appropriate levels of security and public safety,'' Kerr said. ''I think all of us have to really take stock of what we already are willing to give up, in terms of anonymity, but [also] what safeguards we want in place to be sure that giving that doesn't empty our bank account or do something equally bad elsewhere.'' http://www.alternet.org/rights/69105/
Inside Outsider
Question: There is a perception that once someone is CIA, they are always CIA; what is your current relationship with the Agency?
LMO: "People can keep and have what they want to believe. Most recently the challenge for me has been to prove that I had service with CIA. My 25 year certificate is not enough. CIA will provide proof of employment however. I don't currently work for nor have strong contact at the Agency. I do have my network of friends who have worked there before. Linkedin has been an excellent tool for me to connect with some former Agency types who I didn't even know in the Agency. As the saying goes, I am a free Spirit without a connection, not greater than any other former employee.”
Q.: What led to your disillusionment with covert actions and governmental intelligence agencies, in general?
LMO: "Over the years my objections to Covert Action intelligence operations have come more from the knowing that most often these operations "fail." When they fail, there is blowback. I see 911 as blowback from our interventions in Afghanistan. My 'tude [attitude] is that there can be greater Congressional oversight especially since any one or more of the 16 government agencies and departments may be able to conduct Covert Action intelligence operations."
Q: Has there been any personal "blowback" for you for publically pursuing these touchy investigations?
LMO: "Yes, and indications are there probably will be more as I get into more issues especially in the re-opening of the investigation on the assassination of Dr. Martin Luther King, Jr. and continuing COINTEL PRO-type covert actions. "
Q: Current legislation may grant the government the right to collect a range of information on American citizens inside the United States without warrants, as long as the administration asserts that the spying concerns the monitoring of a person believed to be overseas. SB 1959 follows other bills that attempt to gut the Constitution. It is concerning that suppressive programs akin to COINTEL PRO haven’t stopped, and in fact, may be escalating.
LMO: "This domestic spying is only part of the question. In short, this is collection of information. The real issue and concern that is yet to come is the Covert Action intelligence operations that potentially follow such domestic spying. That's another aspect of the “Osborne Ultimatum,” right? "
COVERT ACTION: At Home & Abroad
LMO: Recently it has come to my attention that the FBI’s mission and functions appear to be less precise and clean than the paradigm I had serving the CIA as a Counter Intelligence Officer. The history of COINTELPRO demonstrates the injustices that occur when the US government turns covert actions on our own citizens.
The main question is what is the difference between countering adversaries and intelligence operations (foreign or domestic) against the USA. We presume the basics are three types of intelligence operations, or do we? 1). Collection of information, 2). Countering intelligence operations and 3). Covert action intelligence operations. Please note that the latter includes paramilitary intervention, dark ops and dirty tricks.
At home and abroad, sting operations, lies and false statements about the adversary, and terrorist operations, aka, paramilitary and guerrilla warfare, need explanation and clarification. There has to be agreement that what these activities are and who oversights them. They are only secret when undetected the adversary. Then the originator’s identity is protected.
Once the adversary can detect the true origin, covert action operations are no longer secret in any sense. There are two other levels but in both the originators involvement is not known. Put simply, the domestic operation, COINTEL PRO is not only an FBI counter intelligence program, it is also an FBI covert action operation.
COINTEL PRO was actually a Covert Action intelligence program against U.S. citizens, especially African Americans and Native Americans. If that was not enough, the domestic intelligence program had coordination within the CIA in l968.
As far as I am concerned, this demonstrates the genuine sickness in the United States because while this harmful domestic covert action intelligence program was taking place, the US Government, especially the leaders were saying that equality is what they wanted for all citizens. Please note that Covert Action intelligence operations may include assassinations along with paramilitary activities.
Current Affairs
Q.: Over the past six years, the Bush administration has spent almost $100 million on a highly classified program to help Gen. Pervez Musharaf, Pakistan’s president, secure his country’s nuclear weapons, according to current and former senior administration officials.
LMO: Questions to ask today include the following: Is Musharraf similar to Noreiga and Saadam as agents of influence? What was Pakistan's role in the pre-war and Afghanistan? What was Saudi Arabia's role? Remember HRH Turki al Faisel's role in the pre-Afghan War giving OBL permission to participate.
Conspirituality: The Heart of Darkness
We can express our relevant contemporary approach as Sacred Activism. Our true work remains to know ourselves and express that from the deepest levels outward in practice and compassionate service. We can identify, analyze and neutralize adversarial energies with reclaimed courageous voices. If we see the Big Picture, we can link information to action, like 2020 Vision.
We must draw the line at our hearts, bending back toward soul and spirit, becoming more fully human. Self-defeating and self-fulfilling prophecies can shape the future or prevent it from happening. We have to claim our future and humanity by developing by consolidating (physical, emotional, mental and spiritual) human survival technologies.
Sacred Activism is service in motion. If you have a value, stand up for it. Let's build better humans from the primordial field upwards. There is only one race, and it's the human race and we are losing it. Our culture must be defined by our hearts not by banks, oil, academia, media, corporations, drug companies or poor government.
For our species to survive, we have to begin at the primal foundation of our Being, creating and allowing more compassionate human beings who recognize that the only sustainability possible for ourselves is to realize at the deepest level that WE ARE ALL IN IT TOGETHER. And any delusion that creates separation, including exploitation, prejudice and degradation, manifests loss of opportunities for us all to realize our spiritual genius. This has been the stumbling block for the race of mankind as a dynamic whole.
